Le responsable de la planification et de la conduite des opérations aériennes est un officier opérationnel. Son rôle est de piloter la mise en oeuvre des missions aériennes, en assurant la coordination entre les différents acteurs : escadrons, services de renseignement, unités de soutien et commandement.
